Annual Report and Accounts 2002 - 2003
This
is the first Annual Report and Accounts produced by the
Trust since it’s registration by the Charity Commission
for England and Wales on 27th November 2002. The Accounts
are for the Trust’s Financial Year ending 30th April
2003, whilst activity data covers a slightly longer period
from 1st March 2002 (the date when the First Responders
became operational) until 30th April 2003; all future
activity reports will cover the same period as the Trust’s
financial year, i.e. 1st May to 30th April.
Since
it’s inception, the Douglas Cardiac Trust has supported
the First Responder Group covering Tarleton, Hesketh Bank
and Banks by providing equipment, training & finance
to carry on its work. The first responder group now has
25 people trained in Basic Life Support and Automated
External Defibrillation skills, assisting the Lancashire
Ambulance Service on an almost 24hr 7 day week rota. The
group now operates three teams with Defibrillators based
in the North, South and West of our area of operations,
ensuring efficient coverage of the area. The average time
taken in responding to incidents is approximately five
minutes from the time that a call is received from ambulance
control, a reasonable response time given the rural nature
of the area covered.
The
chart below shows the number of calls responded to over
the first fourteen months of operation, a total of 181.
These are analysed between the three primary areas covered
and a small number of calls where First Responders have
been asked to attend outside the immediate area of operations;
these have occurred in Croston, Walmer Bridge, Longton
and Hoole.

The
Trust has attempted to raise public awareness via poster
campaigns, the attendance of First Responders at various
community events, fund raising events of its own and appeals
and presentations to local organisations. As a result,
recruitment of first responders has been good, although
more are needed to ensure that the level of cover currently
given is expanded to fully cover 24 hours for 7 days a
week, and then to ensure that this can be maintained.
Financially, fund raising has been extremely successful;
the Accounts give an indication of sums raised and where
it has been spent. The Trust gratefully acknowledges the
generosity shown by local businesses and community groups,
district and parish councils and the general public of
the area who have provided us with the funding to launch
this First Responders Scheme, a special thank you must
go to the British Heart Foundation which donated the first
Automatic External Defibrillator to the group, and provided
50% of the funding for the third unit. We hope that we
can continue to rely upon your support to provide funding
to enable us to maintain and further develop the service
provided.
Last
of all, the we wish to express our gratitude to those
local people who have given freely of their time in training
and developing the necessary skills to provide this valuable
service, not only in training but in attending refresher
sessions, undergoing re-assessment and most of all ensuring
that they are available on rota at all hours of the day
and night if needed. All of this is done cheerfully and
with no reward other than the gratitude of both patients
and relatives that they are able to help, and, hopefully,
the general public for providing an important service.
